Minutes of a Regular Council Meeting held on Monday, January 9, 2006 in
Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney,
Schmidt and Wyatt.
Staff Members Present: David Putz, Laurie-Anne Rusnak, Jeff Humble, Darcy
McLeod, Cindy Alcorn, and Bonnie Schenher. Recording: Gloria Signarowski.
A quorum being present Mayor De Vos in the Chair called the meeting to order
at 5:00 p.m.
APPROVAL OF AGENDA

That the Agenda for this Regular Council Meeting be approved as presented.

PUBLIC ACKNOWLEDGEMENTS
Councillor Goulden, on behalf of Council and Administration, wished
everyone celebrating by the Julian calendar, a Merry Christmas and Happy New
Year in Ukrainian. She congratulated Jason Parker, a former resident of Yorkton
and a speed skater, who is bound for the Olympics in Torino. Best Wishes were
extended to him and his family.
Councillor Schmidt acknowledged a new addition to our community, "SIGN
on Broadway" is open for business as an innovative training centre taking
their first training tenants yesterday. She congratulated everyone who was
involved in the project.
Mayor De Vos also wished everyone who celebrates by the Julian calendar,
a Merry Christmas and Happy New Year from City Council. He noted that Councillor
Wyatt and himself had attended the New Years Day levy with the 64th
Field Battery and another FM radio station opened in our City called 100.5
"The Rock".

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Public Notice Discretionary Use Application Daycare 257 Third
Avenue North
There was no one present in Council Chambers to speak for or against the
discretionary use application for a daycare at 257 Third Avenue North.
Protective Services Commission Presentation of Safety Video and Brochure
A letter dated December 29, 2005 from the Chairperson of the Protective
Services Commission regarding a crosswalk safety video and brochure was
circulated for the consideration of Council.
Bonnie Schenher, Recording Secretary for the Protective Services Commission
was present in Council to give an overview of the project and program and handed
out their brochures to Council.

That we receive and file the letter dated December 29, 2005 and information
from the Protective Services Commission with respect to the crosswalk safety
program.
Carried.***
Councillor Goulden declared a pecuniary interest for the next item on the
Agenda and left Council Chambers at 5:08 p.m.
Tourism Yorkton 2005 Annual Report
A letter dated December 7, 2005 from the President of Tourism Yorkton was
circulated for the consideration of Council.
Mr. Gord Bulmer was present in Council Chambers to speak to the report and
then Mr. Neil Thom, President arrived in Council Chambers and spoke to their
report.

REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
Manager of Building Services Discretionary Use Application
Daycare 257 Third Avenue North
A report dated January 4, 2006 from the Manager of Building Services was
circulated for Councils consideration.

Wyatt Goulden
That the discretionary use application of Brenda Bagley to operate a Family
Child Care Home from her residence at 257 Third Avenue North for the duration of
her residency in the home be approved subject to the provisions of Zoning Bylaw
14/2003 Section 7.2 Day Care Centres.
Carried.***
Mayor De Vos 2006 Commissions of Council Appointments
That the 2006 Commissions of Council Appointments be approved as presented in
the report dated January 9, 2006 from Mayor Phil De Vos.
A memorandum dated December 14, 2005 from Mayor Phil De Vos regarding
extending the free parking to veterans indefinitely was circulated for the
consideration of Council.
That in recognition of our Veterans the City provide for the indefinite
continuation of free parking in our community for vehicles displaying a valid
and official Veterans license plate as provided for in Section 72(c) of Traffic
Bylaw 10/2000.
A memorandum dated January 4, 2006 from Mayor Phil De Vos regarding an
out of province travel request was circulated for the consideration of Council.
That in accordance with Section 3.1 of the Travel and Training Members of
Council Policy 10.175, the Council of the City of Yorkton authorizes Mayor Phil
De Vos to claim expenses to attend the Last Cattle Frontier seminars in
Lethbridge, Fort Macleod, Olds and Vermillion, Alberta from January 23 to 27,
2006. Carried.***
