REGULAR COUNCIL MEETING MINUTES

JANUARY 23, 2006

Minutes of a Regular Meeting of Council held on Monday, January 23, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Councillors Arnelien, Hill, Maloney, Schmidt and Wyatt.

Absent: Mayor Phil De Vos and Councillor Goulden.

Staff Present: David Putz, Laurie-Anne Rusnak, Jeff Humble and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Deputy Mayor Bob Maloney in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Agenda for this Regular Council Meeting be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Hill attended the opening of the new Health Facility, which has 93 new beds for seniors, therapies and a day wellness center.

Councillor Arnelien thanked the Chamber of Commerce for hosting the All Candidates Forum last week and he reminded everyone to exercise their right to vote tonight.

Councillor Schmidt advised that the Gallagher Center will be hosting the 2006 "Scott Tournament of Hearts" in the curling rink on February 1st to 5th, 2006.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Scout Canada/Guides Canada – Proclamation – Scout/Guide Week

February 19 to 26, 2006

A letter received from the Scouts Canada/Guides Canada was circulated for the consideration of Council.

Members of the Zion 8th Scouting were present in Council Chambers and Marlye Henderson and Amber Windjack spoke to their request.

That the Council of the City of Yorkton authorize Mayor Phil

De Vos to proclaim the week of February 19th to 26th, 2006 as "Scout-Guide Week" in the City of Yorkton and that the flag raising ceremony be held at 2:00 p.m. on Sunday February 19th, 2006 at City Hall Park.

Deputy Mayor Maloney presented the Scouts/Guides with some City of Yorkton pins.

Heart and Stroke Foundation of Canada

Proclamation – February as Heart and Stroke Month

A letter dated December 22, 2005 from the Heart and Stroke Foundation of Saskatchewan was circulated for the consideration of Council.

Linda Laxdal, Campaign Coordinator, was present in Council Chambers to speak to their request.

Public Notice – Amend Zoning Bylaw No. 14/2003

Section 16.2.3 - Building Height – C-2 Arterial Commercial

Mr. Bruce Francis and Ms. Joanne Wright made a brief presentation on behalf of the architects for the Kahkewistahaw First Nation regarding the building height of a new four-storey office building on their property on West Broadway. A site plan for the area was presented and they spoke in favour of the amendment to the Zoning Bylaw No. 14/2003, Section 16.2.3 – building height – C-2 Arterial Commercial.

Public Notice – Amend Zoning Bylaw No. 14/2003 – Section 9.2.2 Minimum Setback Requirements – R-1 General Residential District

No one was in attendance at the Public Hearing portion of the meeting to speak for or against the amendment to the Zoning Bylaw No. 14/2003, Section 9.2.2 regarding minimum setback requirements R-1 General Residential District.

Public Notice – Street Closure – Riverside Terrace – Plan 00Y10405

There were no petitioners present in Council Chambers to speak for or against the street closure in Riverside Terrace.

City Manager – Deputy Mayor Resolution

The City Manager circulated a memorandum dated January 11, 2006 regarding the appointment of a new Deputy Mayor.

City Clerk – Council Remuneration Policy 10.170

A memorandum dated January 11, 2006 from the City Clerk along with the proposed Council Remuneration Policy 10.170 and pertinent background information were circulated for the consideration of Council.

Vehicle Use Policy 1-.240 and Council Travel and Training Policy 10.175

A memorandum dated January 19, 2006 from the City Clerk/Director of Human Resources along with the Vehicle Use Policy 10.240 and Council Travel and Training Policy 10.175 were circulated for the consideration of Council.

That Council – Travel and Training Policy 10.175 be adopted as amended and Vehicle Use Policy 10.240 be approved as presented effective January 1, 2006 with a further amendment to Section 4.1 of Policy 10.240 (new policy No. 20.190) by replacing "Council" with "City Manager "so that all future policy approvals are handled by Administration.

Councillor Wyatt opposed.

Councillor Schmidt commented that a specific clause to provide for advances for travel should be included in the policy.

Director of Planning and Engineering – Dracup Corridor Storm Water Retention Study

A memorandum dated January 17, 2006 from the Director of Planning and Engineering along with pertinent background information regarding a request for proposals to review the design options and placement of a storm water management system along Dracup Avenue were circulated for the consideration of Council.

That the Preliminary Review and Design of the Dracup Avenue Corridor storm Water Retention Study and design be awarded to Bullee Consulting for an upset fee of $60,000 plus GST and that the Contract and work be undertaken immediately for a completion date of April 15, 2006.
