Minutes of a Regular Meeting of Council held on Monday, April 3, 2006 in
Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Maloney, and
Wyatt.
Absent: Councillors Janet Hill and Deb Schmidt.
Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Jeff
Humble, Cindy Alcorn, Darcy McLeod, Don Kunkel, and Gord Bulmer. Recording:

A quorum being present Mayor Phil De Vos in the Chair called the meeting to
order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS
Councillor Goulden advised of an exciting forum that was held in Yorkton
called, "Clearing the Path", a workshop for Urban and Rural
municipalities to discuss economic development and how working together we could
grow our Province. Approximately 100 participants were hosted by the Gallagher
Centre and thanks to Darcy McLeod and Don Kunkel for touring the Council from
the Town of Warman.

A letter dated March 27, 2006 from the Yorkton Terrier organization
requesting a proclamation for "Orange Day" in the City of Yorkton was
circulated for the consideration of Council.
Mr. Sid Matsalla was present in Council Chambers to speak to their request.

Public Notice Bylaw No. 12/2006 Borrowing Bylaw
Waterworks System Expansion Upgrade
There were no petitioners present in Council Chambers to speak in favour of
or in opposition of Bylaw No. 12/2006, known as the Borrowing Bylaw to provide
for the borrowing of $5,000,000 for the purpose of financing the construction of
the Waterworks System Expansion Upgrade in the City of Yorkton.

Gallagher Centre General Manager World Junior A Hockey Challenge
Administrative Assistance
A memorandum dated March 31, 2006 from the General Manager at the Gallagher
Centre regarding the World Junior A Hockey Committee funding was circulated for
the consideration of Council.
Mr. Don Kunkel, General Manager of the Gallagher Centre was present in
Council Chambers to speak to this request.

That the Council of the City of Yorkton approve the recommendation of the
Gallagher Centre General Manager and allow the Gallagher Centre to direct
funding from the 2006 Gallagher Centre Operating Budget not to exceed
$20,000 (twenty thousand dollars) for the purpose of supplying the World Junior
A host committee, a coordinator and office space to work from. The time period
would be from approval through to the completion of the World Junior A
Tournament and a reasonable wrap up period of time after the tournament.

Director of Planning and Engineering Spring Clean Up Campaign Week and
Customer Appreciation Week
A memorandum dated March 23, 2006 from the Director of Planning and
Engineering regarding Spring Clean Up Week in the City of Yorkton was circulated
for the consideration of Council.
Mr. Jeff Humble, The Director of Planning and Engineering spoke to this
request.

That the Council of the City of Yorkton declare the week of May 1st
to May 6th, 2006 as "Spring Clean-Up Week" in the
City of Yorkton and to waive the landfill entrance fees at the Sanitary Landfill
for residents of the City of Yorkton hauling in their own refuse by car,
half-ton truck or utility trailer. The City of Yorkton encourages residents to
participate in helping to keep our community clean.

A memorandum dated March 21, 2006 from the Director of Finance along with
spreadsheets depicting the 2005 year-end were circulated for the consideration
of Council.

That we accept Recommendation No. C00022-2006 as contained in the Committee
of the Whole Council Meeting Minutes of April 3, 2006 that effective
immediately, the Land Development Policy be amended to reflect the fact that the
City is responsible for cost and the installation of City sidewalks on
Commercial properties developed by the City and further the City will also be
responsible for the cost of installing and connecting storm sewer from the owners
property line to the City storm sewer.

That we accept Recommendation No. C00023-2006 as contained in the Committee
of the Whole Council Meeting Minutes of April 3, 2006 that Mr. Evan Ortynsky be
offered the option of connecting to the City storm sewer as per City policy or
having his property, (in accordance with City standards and at his cost), drain
into the ditch bounding his property on the north on the condition that he
provide engineered drawings as well as engineered as-builts, certifying the
construction meets all standards and absolving the City from any liability
respecting his property.
