Assessment and Taxation Manager

FINANCE DEPARTMENT

Competition Number: 2014-47

Reporting to the Director of Finance, the Assessment and Taxation Manager is responsible for managing all aspects of the assessment roll, tax roll and supervising the Tax Enforcement processes.

Duties and Responsibilities:

  • As ‘Assessor’, responsible for ensuring that the Assessment Roll is complete and accurate for all properties within the city.  This requires liaising with internal departments and the Saskatchewan Assessment Management Agency and ensuring the Municipal Acts, Bylaws and Policies are adhered to.
  • Having a clear understanding of assessment processes and justifications.
  • Recommend assessment policies for the city.
  • Being knowledgeable of and keeping up-to-date on the relevant Municipal Acts and Regulations, bylaws and policies regarding assessment, taxation and tax enforcement.
  • Explain assessment information and processes and taxation policies to the public, council members and to auditors.
  • Assist the Director of Finance in establishing annual tax policy recommendations to council.
  • Prepare necessary tax incentives bylaws.
  • Levy the annual taxes according to approved bylaws and legislation.
  • Manage the Tax Installment Payment Plan Service.
  • Complete various Provincial and School reports as they pertain to assessment and taxation.
  • Supervise the Tax Enforcement processes.

Qualifications:

  • Excellent communication and public relations skills
  • Business Administration Diploma
  • Local Government Administration Certificate
  • Minimum of three years background experience in accounting, assessment and taxation
  • Familiarity with interpreting Acts, Regulations and policies
  • Computer training on Excel, Word and VADIM software
  • Supervisory skills
  • Judgement and consistency skills public relation skills
  • Generic WHMIS training, LSE (Leadership for Safety Excellence) course, OH&S Supervision & Safety course
  • Possess and maintain RCMP security clearance

Temporary Full-Time Parks & Arena Technician Level I, II, III or IV- Open Spaces

COMMUNITY DEVELOPMENT, PARKS & RECREATION DEPARTMENT

Competition Number: 2014-52

An up to four-month Temporary Full-Time Parks & Arena Technician in the Open Spaces Stream will mainly be responsible for duties associated to the maintenance of the open spaces throughout the City. 

Responsibilities include:

  • Cemetery operations
  • Maintenance of outdoor recreation facilities 
  • Integrated pest management (mosquito control, weed/insect/pest control)
  • Maintenance of trails and pathways
  • Maintenance of equipment
  • Grass cutting
  • Garbage Pickup

Other responsibilities include assisting other streams in the Parks Division with duties such as:

  • Participation in the beautification program
  • Snow removal
  • Arena operations
  • Maintenance of urban forest
  • Participation in all required training
  • Completion of all required paper work
  • All other work  assigned by a supervisor as needed

Qualifications, Experience and Skills:

  • Certification or experience in backhoe operation
  • Experience and knowledge of equipment  operation ( tractor , mowers, skidsteer,snow blowers)
  • Certification or must be able to obtain a pesticide/landscape application licence
  • Experience handling customer queries and concerns
  • Effective problem solving and communication skills
  • Related parks and/or sports field experience
  • Ability to work with minimal supervision
  • Possess and maintain a valid Saskatchewan class 5 driver’s license
  • Possess and maintain RCMP security clearance

Asset & Geographical Information Systems Coordinator

PLANNING & ENGINEERING DEPARTMENT

Competition Number 2014-53

Duties & Responsibilities:

  • Gather, create and compile data for integration into the GIS and maintain regular upgrades to the system
  • Organize and implement datasets for specific projects based on departmental needs
  • Perform spatial and attribute data processing; data capture, cleaning, transformation, data analysis, reporting and mapping
  • Manage the acquisition and distribution of digital data and mapping for internal and external customers
  • Supplement IT hardware and software support activities using network/PC principles
  • Lead the Asset Management Working Group to utiize asset management strategies and best practices
  • Develop and update Asset Management Plans and Asset Risk Reporting
  • Research methodologies and tools to support lifecycle analysis and costing, risk analysis, numerical methods, process simulation, etc.
  • Analyze data pertaining to assets (condition, criticality, age) to plan for future operations, growth, renewal and replacement
  • Provide training on asset management principles and practices, conduct presentations and network with internal and external industry partners
  • Annual strategic planning goals and objectives through the Asset Management Working Group.
  • Prepare base maps to support Engineering staff for conceptual computer aided design/drafting (CADD)
  • Prepare detailed computer aided designs and drawings, quantity calculations, cost estimates and specifications for road works, storm sewer works, etc.
  • Interpret engineering drawings, registered plans and legal descriptions for GIS database development efforts
  • Perform adjustments to daily mapping and assists in the development of the Engineering Services cartographic and drafting standards
  • Maintain hardcopy and digital files for the organization
  • Liaise with government agencies and City departments regarding compliance and development related matters

Qualifications:

  • Degree in GIS or a related discipline with emphasis on, and specific course work in GIS;
  • 3 – 5 years experience, or a related diploma with emphasis on, and specific course work in GIS;
  • Proficiency in AutoCAD Map, Mapguide, AutoCAD Map 3D and/or AutoCAD Civil 3D, Microsoft Office, Access, PowerPoint, Adobe Creative Suite and Basic Windows OS knowledge.  Experience with GPS equipment is a plus;
  • Understanding of GIS theory and application as well as Asset Management principles;
  • Knowledge of drafting methods, principles and techniques and surveying;
  • Firm understanding of Information Services Corporation (ISC) Saskatchewan Land Titles;
  • Ability to work independently, creative, adaptive, self-starter who also enjoys being part of a team;
  • Remain current with industry best practices as they relate to GIS and Asset Management;
  • Possess and maintain RCMP Security Clearance.

Manager of Engineering

PLANNING & ENGINEERING DEPARTMENT

Competition Number 2014-54

Duties & Responsibilities:

  • Reporting to the Director of Planning & Engineering, the Manager of Engineering's prime role is project management related to civic infrastructure, municipal airport management, and management of the transit service. 
  • Lead a team of five employees and play an integral role in policy, procedure, and day-to-day operations.
  • Manage and direct the Engineering Services required to develop subdivision properties for sale.
  • Design street grades in conjunction with sanitary sewer, water and storm sewer mains as well as sewer and water connections.
  • Prepare and manage the contracts required to acquire contractors to install City infrastructure required for development.
  • Liaison and manage the construction of other utility infrastructure with the following agencies:  Sask Power, Sask Tel, Sask Energy and Access Communications.
  • Acquire and direct consultants to design and construct infrastructure for the City.
  • Liaison with all City Department to provide project management and engineering design services for infrastructure such as Fire Hall, parking lots, streets and roads (new and replacement) construction, installation of trunk sanitary sewer mains, prime water mains and trunk storm sewer and culverts.
  • Liaison and acquire permits for installation of infrastructure from government agencies and also other organizations such as railroad companies.
  • Provide estimates for various projects such as:  sewer and water mains, other department’s infrastructure, such as parking lots, parks, etc.
  • Direct the preparation of departmental operating and capital budgets.
  • Advise Director in regards to departmental issues and planning/engineering concerns.
  • Direct the revision of materials acquisition tenders for such things as sewer and water materials, gravel and asphalt, etc.

Qualifications:

  • A minimum of five years at a management level with directly related experience is preferred.
  • Registration with a provincial organization as an A.Sc.T. is required, or as a P.Eng. is an asset.
  • Excellent communication skills are essential in this role as well as experience working with elected officials. 
  • As a condition of employment, candidate must possess and maintain RCMP Security Clearance as well as a valid Saskatchewan Class 5 Driver’s License.
  • Must be eligible to obtain a membership with SASTT.
  • Knowledgeable about engineering concepts applied in a municipal setting.
  • Experienced writer and verbally you make complex engineering principles sound simple.
  • Customer-focused and a highly motivated team player. 
  • Experience and enthusiasm to support new infrastructure development in a region which is experiencing rapid growth.
