GIS Applications Support Analyst/Programmer

The City requires a GIS Applications Support Analyst/Programmer for the creation and maintenance of Geographic Information and to maintain and support Software Applications. The GIS Applications Support Analyst/Programmer will analyze requirements, create systems, applications and methods for creation of GIS products and maps by consultation with clients and utilization of analysis techniques delivering on all aspects of new product development including documentation, conversions, procedures and accurate product delivery as well as design, develop (program), test and implement new applications as well as maintain and support various software applications and provide ongoing applications administration, maintenance, upgrades and installation.
Applicants interested in this position should have qualifications that include a Degree in Geographical Information Systems or a related discipline with emphasis on, and specific course work in GIS and 3 – 5 years experience, or a related diploma with emphasis on, and specific course work in GIS plus 6 to 8 years’ experience, posess skills in data base management systems, be extremely familiar with spatial and attribute data; a working understanding of programming language is important. Skill in using database management software is required; interpersonal and communication skills to facilitate working with clients internally and externally to the department, familiarity with parcel and infrastructure based GIS data maintenance; ability to handle multiple and competing priorities to achieve production targets; knowledge and practical experience surrounding municipal government responsibilities and best practices would be an asset; familiarity with ESRI and Autodesk software is essential; two years experience maintaining and supporting a GIS in a municipal setting desired. As a condition of employment, candidate must possess and maintain RCMP Security Clearance as well as a valid Saskatchewan Class 5 Driver’s License. Eligibility to obtain a membership with SASTT, URISA, or the Canadian Institute of Geomatics preferred.

Assistant Golf Course Superintendent
Seasonal - 8 Month Term

We are seeking an engaging person with a passion for people who enjoys working with a team from approximately March to October of each year. You are a leader who understands the importance of a well groomed and maintained golf course is essential. You believe that respect is earned and honored by all staff, everyone is included and welcomed and staff is efficient and effective with the resources they have been provided. You can effectively direct and supervise non unionized staff, and engage and provide support for public, staff, and co-workers. You report directly to the Golf Course Superintendent and are responsible to plan and deliver operation and maintenance services to the Deer Park Golf Course.
Duties and Responsibilities:
- Ensure that the golf course staff is completing their assigned tasks including staff and volunteers.
Provide appropriate training to new staff and volunteers.
- Operate all equipment at the golf course in accordance with the Equipment Operator’s Manual and Occupational Health & Safety Guidelines.
- Assist with purchasing of new equipment.
- PME Training on Equipment
- Assist with the annual operating and capital budget.
- Maintain and repair the golf course irrigation system, which consists of approximately 500 sprinklers and high-density polyethylene pipe throughout the golf course. This includes ten electrically controlled, satellite controlled sprinkler heads.
- Repair and set up reel mowers, including reel to bed knife and bed knife to reel adjustments. Height cut adjustments. Back lapping of reels.
- Apply fertilizer and pesticide products as required.
- Train and supervise staff as it relates to the application of fertilizer and pesticide products.
- Help maintain efficient clubhouse operations.
Experience:
- Three years of progressively more responsible operational and supervisory experience in golf course maintenance operations.
- Previous experience supervising staff
Qualifications:
- Turfgrass Management Diploma
- Landscape Pesticide Applicator’s License
- Knowledge of grass cutting equipment
- Knowledge of golf course etiquette
- Knowledge of irrigation systems, turf and trees
- Must possess and maintain R.C.M.P. security clearance and valid Class 5 Saskatchewan Driver’s license.

Full Time Parks & Arena Technician I, II, III or IV
Community Development, Parks & Recreation Department
Parks Division – Arena and Sport Field
Competition Number: 2013-22
Employees in this stream will be responsible for the operation and maintenance of the Kinsmen Arena, sport fields, and recreation facilities. The Kinsmen Arena operates from mid August to mid April. Employees will assist in the arena ice maintenance program along with ensuring a safe working environment. Employees will also work closely with user groups and provide first class customer service through facility operations.
Responsibilities include, but are not limited to:
- Installation and maintenance of the ice
- Custodial duties for the building (Kinsmen Arena)
- Building maintenance including minor carpentry and plumbing tasks
In the summer season, responsibilities will include:
- Maintain sporting fields and recreation facilities (ball diamonds, soccer fields, tennis courts)
- Participate in other areas of the Department including pest control, refuse collection and grass cutting
Qualifications, Experience and Skills:
- Knowledge of equipment maintenance and operation
- Knowledge of ice making and maintenance
- Knowledge of building maintenance
- Experience handling customer queries and concerns
- Effective problem solving and communication skills
- Related parks and/or sports field experience
- Ability to work with minimal supervision.
- Possess and maintain a valid Saskatchewan class 5 driver’s license
- Possess and maintain RCMP security clearance
The ideal candidate will have a Refrigeration Operator ticket and several years experience in arena operation.

Reporting directly to the Aquatic Programmer, the major duties and responsibilities of the full time position include:
- Perform lifeguard duties according to the National Lifesaving Society (NLS) standards.
- Instruct lifesaving water safety lessons and courses, as well as fitness programs.
- Ensure lesson plans are completed, results recorded, and submitted.
- Complete all basic janitorial daily tasks and report any deficiencies.
- Complete incident/accident reports for submission.
- Complete participant report cards.
- Ability to work shift work and weekends as required.
Qualifications:
- Minimum of grade 12 education or equivalency

Duties and Responsibilities:
- Perform skilled labour duties on Roads and Streets crew during maintenance and new construction operations.
- Individual must be multifunctional in various operations, capable of performing the following tasks effectively: preparation of existing sub-grades, sub-base and base preparation, asphalt placement, raking and rolling asphalt, reading and marking grades on new construction projects, application of dust suppressants, and crack-sealing.
- Periodic operation of heavy trucks and small and medium sized equipment.
- Performs daily equipment checks and minor maintenance as required.
- Maintain a working knowledge of and comply with all City of Yorkton Standard Operating Procedures, Policies and the Occupational Health and Safety Act and Regulations.
- Maintains open line of communication and good working relationships with Supervisors and Co-workers.
- Perform other duties as assigned.
Qualifications:
- Grade 12 Education or GED Equivalency
- Must be able to perform physical labour duties under varied weather conditions
- Most possess and maintain a valid Class 3A Driver’s License

Full Time Parks & Arena Technician I, II, III or IV
Community Development, Parks & Recreation Department
Parks Division – Forestry
Competition Number: 2013-25
A Parks & Arena Technician in the Forestry Stream will work predominately with the urban forest. The Parks Division manages over 20,000 trees and face challenges with the aging forest, new tree diseases and the need to continue to employ a plant health care program. Employees will assist in the forest maintenance program and ensure a safe working environment while doing so.
Responsibilities include, but are not limited to:
- Tree pruning, removals, planting, stump grinding
- Assisting in management of the tree inventory program
- City beautification
Other minor responsibilities include working with the winter outdoor rink program and snow removal when required.
Knowledge of trees, tree diseases, and operation of tree maintenance equipment would be an asset. The ideal candidate will be a certified Arborist with several years of field experience. Other strong attributes would include problem solving, task management, communication skills and knowledge of equipment maintenance & operation.
This position requires the ability to work with minimal supervision. The successful applicant will be placed in the appropriate classification based on related experience and qualifications. On the job training along with ongoing training opportunities will be available.
